Cauliflower problem.

Firstly, sorry I don't know which variety of cauliflower. Sown in february, potted on to 4 inch pots. Hardened off. Planted out end of April. The plants spaced 18 inches apart, are now about 14 inches high and healthy. Problem is no "Hearts" should they be hearting yet?
