The tassels at the end of the cob go brown and you should be able to feel the size of the cob through the outer layers, or peel some back and take a look at them.

If the tassels go brown is that as far as the cob will develop?  I only ask as some of mine are brown but the cob doesn't look ready yet.

My tassels were brown, I picked one to check it and they were white and very small despite feeling firm, so just gonna play it by ear and rechecl in a week or so. have quite a few so wont be leaving myself hungry just yet.lol

They have to go really brown - all of them!
Did it really tell you to do THAT on the packet?

You dont say in what format they were planted. Sweetcorn needs to planted in a grid, so that they can be wind pollinated. Some of my sweetcorn have the small white corn that you describe, but most of them have swelled and are a nice custard colour. If they are white and the tassels are brown, they wont develop now.
