when should I prune the Roses?

Usually i would say now, but if we are going to get another very cold spell you are better to leave them for a bit longer yet. Then you will be able to prune out the frost damage. whereas if you had pruned and the new growth is frost damaged there might not be much stem left to prune.

I prune mine twice.... probably wrongly ::)
Pruned (cut back) a wee bit in autumn to prevent wind rocking them - exposed site.
Will prune again later when weather picks up (after frosts).

I wait until the frost is pretty much done with and I see the stems getting a bit greener than they had been all winter. By then the plant hormones are running and pruning is effective and needs doing only once, other than deadheading.

Hybrid teas need to be pruned hard, to about 6" of growth from the ground and criss crossing branches thinned out. Prune branches so that the cut is just above an outward facing bud.
Bush types, climbers and ramblers mostly just need a bit of cutting back to fresh wood as there's usually some winter kill bits. If the plant is getting a bit thick, then judiciously cut out a few branches from close to the roots so its more open and less prone to mildew or black spot. If there are any 'weird' shaped branches with multiple shoots, cut them out as well.

Prune November or March. Also watch out for suckers, cut these out when they appear. You can tell these because the normal rose leaf has five "fingers", suckers have 7. They are also bright green. If these appear, cut right down to the root (dig into the soil if necessary). They drain the life out of a rose. ;)

The 4th of March is Rose pruning day, i've always stuck with that. Old gardener told me and it stuck. I do keep an eye on the weather though and if it's impractical on the 4th i do it as soon as poss after.
Then again i do have CDO, bit like OCD but the letters are in alphabetical order, just as they should be!
