The spot I need it for is a bit on a hill. I also want to cut it for growing some plants through. I already have comfrey planted there so when I take my first cut I will lay the membrane over and cut it to let the comfrey through. Next I will add some ground cover plants again by cutting the membrane. The stuff everyone seems to use doesn't look water permeable? Strong would be good as the dog will be running up it to get the pigeons.

Mypex is one name for it or landscape fabric. The cut ends fray unless you lightly run a flame over them. Look for the one with grid markings on it that is usually strong, will you cover it with chippings or stones? The alternative would be a couple of layers of cardboard with a thick mulch on top but you would still have to how it to keep it weed free, but you can get weeds growing through membrane as  dust & dirt & weed seeds get blown on to it.

To be honest I wasn't going to cover it with anything. I was thinking of cutting some extra holes for some ground cover but not necessarily hiding the membrane entirely. Also thinking of holding it in place by putting eyelets in the material and holding them in place metal tent pegs??

Yes it does.

You can get various widths and the easiest way to use it is to have the size that will cover your area in as few "strips" as possible, but if you do need an overlap make it generous or weeds creep through the gap and force their way up.

I bought mine via an ebay seller (the grid markings are indicative of a decent product usually, and make cutting more accurate as well) and it has lasted years and years.
