Grapevine problem?

I've just been winter pruning my grapevine, only to find that under some of the loose/peeling 'bark' on the stems, there is a soft fluffy area, something I've not seen before.
Is this disease or a pest - or something quite normal for vines?  I've tried Gurgling and come up with nothing that seems to match
