HI all i put ina bear root dwarf conference pear in october 2008, i have had leave last year but no fruit any ideas

probably establishing roots last year.

They can do fruit or roots but not both when just getting established.

so what do i do then just feed it this year amd mulch

Just mulch.  There is an expression "plant pears for your heirs" indicating how long it takes a pear tree to bear fruit - but it is not quite that bad!
