you should have a lever under the handle bars(usually right side) which when pulled engages the drive and on the other handle bar another smaller lever to adjust engine speed. You may have  third large lever to engage reverse.
By giving full engine speed you will have the engine in start or choke condition.
Did you find the manual in the link above.
If you get it going and use it. Use it on slow engine speed. If the machine trys to run away without digging push down on the handle bars and if it fails to make forward progress lift the bars a bit. Adjust the leg at the back to be in the tilled soil and comfortable for your height.

good luck
its far to wet here to much other than talk
always have a target
and an objective.

Hello broxibear

You must have a replacement engine as the throttle was controled by a lever on the handlebars only. Replacement engines have a choice of using a slider on the engine or connecting to a remote (i.e. handlebar mounted) lever. Either someone has not connected it up properly or it has come adrift. There are several B & S aproved alternative methods of connecting the remote lever and Merry Tiller used one of their own. On the subject of belts you only use one belt at a time.
