Cherry tree not flowered

Hi,
I have moved into my house (last september) and I think one of the trees in the garden is  a cherry tree.  However it has not flowered and is now covered in black fly making the leaves curl.  Does anyone have any ideas why the tree has not flowered and what I could do to make it flower next year.  It seems quite young but well established, 9 ft tall and lots of branches and leaves.  I am not good or experienced at estimating ages of trees but it is not a baby or a really old tree.  Also any tips on how to stop the black fly coming each year.  Organic if poss.

The tree may not have flowered due to the stress of the black fly feeding on the leaves. Or, early frost may have nipped the buds.
