What to use to Cultivate an unloved plot

It would, but you'll still have to get rid of all the weeds and all of the roots of perennial weeds which the rotorvator will chop up for you.  ;)

Yes and no...

I took over an extra half-plot (4 rod) last year. An old Howard rotovator did a brilliant job of breaking up the ground but I dug it first.

I agree with agapanthus. Getting rid prennial weeds will need to be done sooner or later. A tiller / rotovator will chop them to bits and each bit will regrow giving you extra work in the Spring.

Hand digging a bit at a time will get you there - and it's cheaper!

And something most rotovator owners forget, is that the machine is simply for cultivating loosened soil, not to bite into solid, hard soil. You'll need to loosen the works before rotovating so the machine doesn't strain to bite into soil.
