We have inherited a red grape vine that goes over a pergola... it’s not started budding yet... is this normal?

No, in my experience they are slow to bud & leaf, maybe even not until May depending on temperatures & location & even micro climate

I agree! Mine hasn't started growing in the greenhouse yet, so it'll be a good while yet before an outside one starts.

Totally normal. Mine looks like a collection of dead sticks. It will start budding later this month.
