Have just had some raspberry canes delivered put in mates poly tunnel all this frost not sure what to do.

If they're bare-rooted make sure they don't dry out (temporarily pot them up in some damp compost if you can.)

Plant out when the soil becomes workable again.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

As long as your soil isn't frozen solid you can plant them. A frost once they are planted won't do them any harm.
