Title: Why is row spacing wider than between plant spacing?

Title says it all pretty much. Dumb question maybe, but I don't know the answer.

Eg. Broccoli pack says 45cm between plants but 60cm between rows.

Is this just for access?

Ie. If I plant a double row of broccoli with a 30cm gap either side of the double row, can I put the rows 45cm rather than 60cm apart?

If the plants are in a bed that can be reached/weeded from both sides, so you don't need to walk on it, you can plant them all at 45cm spacing.
If you are planting on a big area, plants can still all be equidistant at 45Cm, , but after a few rows, you'll  need a pathwidth left bare to walk along before the next row of the same or a different vegetable. Otherwise I find I'm treading on something to weed, or water, if that makes sense?

Some people who don't need the walk space between plants stagger them in blocks i.e.
