I just wanted some advice on the expiry date on vegetable, herbs and flowers seeds
If the expiry date is 2022, are they still OK to plant this year

They will all be fine for this year, and depending on the seed for more years after that.
There is a page in the advice section on seed viability.
I tend to find that in most cases, seeds last much longer than the expiry date if kept in cool dark conditions.
Don't forget, seed companies want you to buy more every year.

Think that parsnips are the exception and do better with fresh seed every year. There's always one isn't there?

I'd plant them.  I've got seeds that are past their date and still germinate. I understand that parsnips are the exception though.

The tomatoes I sowed were 2019 and they have started to germinate.  All my seed kept in a cool dark cupboard.  Parsnips need to be fresh but even then I have no success with the blighters. 

We've got self sown pansies in the garden which given I haven't planted any in the 3 years we've been here shows that seeds are quite resilient

I made a point of saying to my wife we must use all our old seed up this year as most are probably getting on for3 years old now but  as the packets are all sealed and not opened? I know its  going to be a of bit hit and miss if they grow well all will and good if not then its only our time and a bit of compost 

its either that or put um in the dustbin its no good keep storing them and  kept saying we must sow those seeds every year so this years final must sow

You could always do a preliminary germination test with a few seeds on damp paper to see what the situation is.
