some people keep their cockerels overnight in a cat carrier, sometimes it works to stop them crowing overnight but other times it doesn't. Cockerels are just doing what comes naturally and the slightest noise such as an owl can waken them off.  A couple of mine were crowing at 04.30 the other morning and it was pitch black. Are your neighbours ok with him crowing during the day as well?
Staffies are softer than you think.

mine starts at about 4 in the morning when the next door neighbour get up to go to work, and will keep going on and off until about 12ish.  Then he stops until the next morning! But I found that whilst he was still shut up at night, it is really quiet, you can't really hear it

I once took a cockerel from Cara down to Tamworth for somebody and even though he was in a cardboard box and unable to stretch his neck at the services car park he was crowing away quite merrily - don't know what the other motorists thought of it

Thought I would update you on the crowing, we have built an inner box box inside the hen house which seems to have worked - not sure if it just deadens the sound or they are not crowing until I let them out at about 8.00.
