too much leaf growth on veg plants

the veg that i am growing gets too much foliage and not enough fruits what is the cause of this eg. fennel no bulbs just tall stems and leaves

Assuming you are growing Florence Fennel rather than the herb, this is often tricky if grown in high summer ( ::)) because it has a tendency to run to seed rather than bulb up when reaching maturity at this time of year.

What else isn't performing as you would expect?

In addition to JAyG's questions, have you been feeding with a nitrogen-rich fertiliser, as that encourages leaves at the expense of flowers.
I try to take one day at a time, but sometimes several days all attack me at once...

if it has tall stems right now I think it might well be herb fennel as JayG suggests, rather than florence fennel, which usually only grows about 2 ft tall.

Our herb fennel is 1.5m right now  :D
