Are you looking to grow ornamental plants or veg in this area?  If it is veg, one of the mods can move your post to Grow Your Own so the veg growers can have a think.  If its flowers, this is the best place to ask   

Getting anything going under conifer trees like that is tough, but some big tubs or a raised bed may be the answer. 

It would also help with plant advice if you could put your location into your profile
