I had one like this, turns out it had been field grown then lifted and potted in little more than sand - it was starving to death.
I re-potted in decent loam based compost and fed later in the season and it grew away with beautiful dark green leaves.
Playing all the right notes but not necessarily in the right order!

It does actually look as though it is starving, but if not, check under the leaves --- we sometimes get these weird little caterpiallry htings that wiggle like mad whcih stick the leaves to each other with silk, and that makes the leaves go a funny colour too. Sorry,  :(can't remember what they are called.

Would it be pot grown or in the soil?  I have found it sooooo hard to kill them in soil and have not been that kind in pots but have grown lots.  If you go to B&Q or similar they sell a pot of about 15 or so in a small pot.  I just separate them and repot.  Grow like mad.  Still have loads in small pots in garden if yours should die, you can have one of those.

If you have somewhere perminant, put it in soil and don't worry about a few leaves going just snip them off.  Honest and it will grow like you never inagined.  A b*****er to dig out as the roots are deep and strong so plant it wher you are not wanting to move it.  After all they are trees not shrubs.  In a few months, especialy this time of year, new growth and you can tim in any shape or just keep as tree.

My bay looks like the one in this thread - does it need acid or alkaline soil does anyone know?
What do you mean by loam based compost?
...and does it need a much larger pot than the height of the plant? (it's about 1 & 1/2' tall).

Thanks all!
