I have read that, it is good news, but why do the others promise but it will take until 2020 or similar - WHY ?

It will take that long to change production machinery and arrange supplier contracts That can never be an instant thing, a year or 2 is quite an ambitious time-scale IMO

I rather like ocado's policy, they charge per bag but refund for each bag you return. It saves me actually having to purchase plastic bags to put in the bin.
