Garlic in need of a boost?

The garlic that i planted mid november is just starting to yellow a little on the edges of a few leaves. The ones up the allotment a few weeks later are a fair bit smaller and have no yellowing at all. Im sure i remember something about the soil capping with winter weather and some overwintered garlic and onions finding nitrogen hard to come by???
 Thought about maybe just hoeing in some chicken manure pellets and giving them a boost?? ???
