Broccoli seedlings 2" tall - thin - 2 leaves
Seeds planted in a tray - less than a quarter of them have come up.
Is this normal?

I would of thought where did you sow them? Sounds like they have not had enough light, I tend to pretty much get 100%. I use old container our grapes come in, they have a lid, place some kitchen paper on the bottom, put 2 inch of compost in and just pop your seeds on the surface, soak the compost from underneath and place on a sunny widow sil, once up get them into somewhere with lots of light.

As Aidy says put them out - probably re-sow -, 2 leaves for 2 inches is leggy.  They should come up within a week. I sowed mine in a cold frame a while ago.

Sounds just like mine, I never have good success with seeds that I plant early in the house! Ones that are planted in the greenhouse always do much better.

Think I'll re-sow mine.

Cheers

My F1 are the worst, psb is decently short though. Apparently too much warmth makes things leggy too. I reckon that's what has gone wrong with mine. They're sitting on the step outside now, but it's rather 'shutting the stable door'  :x
I demand the right to buy seed of varieties that are not "distinct, uniform and stable".
