Sick Bay Laurel

I have had two small bay laurels since last Spring. All was well until recently. Thought it was frost damage when I first saw it but ...
Hope the pictures are useful for some one to identify the problem and suggest what I can do to safe it. Please.

Scale insect? These are a pain to get rid of if so, I scraped every single one off every leaf and the stems but there are other methods of getting rid if you google it.

Are all the leaves dying or just some of them?

My bay laurel sometimes gets scorched leaves in winter, probably from prolonged cold winds rather than frost, although the damage is only temporary and only affects one side of the bush, which is quite well sheltered from northerly and easterly winds.
Sow your seeds, plant your plants. What's the difference? A couple of weeks or more when answering possible queries!

Thank you both for your replies. I could not see any critters on the plant and am thinking that it is probably weather related.
I popped into our local garden supplier/nursery and was advised that (without seeing the leaves) he is convinced that it is wind or frost damage. I'm to leave trimming until later in Spring but if it gets worse, to take in a spring for him to see.
