My goodness, it isn't raining!! Anyway, onto the discussion. 

Should I insulate my compost bins, green(ish) plastic issued by the council)
over the wintertime (e.g.with bubble wrap and black plastic)?

From my experience of five years of council-provided dalek-type bins giving excellent compost, I would say totally unnecessary to insulate

I have a few black plastic dalek compost bins and been using them for a few decades.
Have not added any extra insulation and get beautiful compost from them.
Even an old black plastic dustbin i holed out which is thinner and use as an overflow to the dalek bins, has no extra insulation and produces great compost.

More importantly is to put a good mix of compostable matter in there and give it a good stir with a fork now and again.

basically we do the same with our dalek bins no insulation needed although we do add some buckets of horse manure overwinter and have found it works wonders on the garden when its rotted down
