given up on sweet potato ive had them in the jar since march  and they have only little shoots they have grown to about half inch and they dont grow any bigger i think it will be to late if and when they decide to grow any more.

That's unfortunate. But you can still pinch out that shoot and pot it into some compost, water well regularly and see how it does. You've nothing to lose.
Keep that potato going for the rest of the year and you'll be ready for next season in case the little sprout doesn't take. I kept mine going and it will last about 3 yrs before it totally gives up. December is the best time to start new sweet potatoes for shoots.
