I'm not sure what an IBC is, but it sounds like what we call Cubos here in Spain.  1000L cubes for storing liquids. 

IBC stands for intermediate bulk container, in other words one of these:




It does sound like the same thing as your cubos.

That's the cookie.  We can buy 2nd hand ones easily here for around €50.  The black ones seem to be reserved for diesel/oil.
