Does anyone know what this plant is?

Saw it growing in Cornwall, and thought it was unusual... very tall (at least 8 - 10ft) but never seen one before!

TIA for any help anyone can give!

I've been in Cornwall for the last week & there are loads of them around, there were some on Chelsea the other night too
