I'm making a small pond and was wondering if it is ok to re-home a frog from a pond somewhere else into mine?
Or is it cruel?

I am a huge frog fan. I think you will find that the frogs will appear almost as if by magic when your pond is in place so perhaps there is no need to move one from elsewhere.

I'm not sure about whether its cruel, but I have a feeling that frogs return to where they were tadpoles to mate when they are mature enough.

frogs will just go where they want to go, so if you "re-home" one it'll probably amble off anyway.  

If you establish your pond now, you may get mating frogs taking up residence next year although as said above, they tend to return to the pond they originally emerged from.

So best thing to do may be to acquire some frog spawn out of a friend's pond early next year, then you will soon have frogs of your own.
