Mountfield RV40 engine

Could someone please explain to me how the choke linkage is supposed to work.  It looks to me that the link to the activator just slides up and down in a curved slot without opening or closing the choke. Thanks in advance.

the choke just restricts the airflow to give a richer mixture for starting, it will either operate a flap on the carburettor, or maybe on the air filter housing.
we do the impossible daily, miracles take a little longer.
