How long from seed to plant able to plant out ?   Running out of window ledge space

You can probably just seed an outdoor planter with seeds directly, especially this time of year. The little seedlings won't mind the spring chill. I have Rudbeckia in a container, there are always new seedlings in the spring, starting from seed dropped the year before and over-wintered outdoors.
