I sowed my chillies on Monday and I've got them in a mini propagator on the kitchen window sill (north facing).  If your kitchen is fairly warm they will probably germinate anyway, but keep them away from the window at night.

Preferably sow chillies in a windowsill that has a radiator below it. Most chillies will not germinate at anything under 15 degrees. keep them there and wait a few weeks.

I stick mine on the worktop next to the boiler, with a plastic bag over the pot. Using this method, I've just had 100% germinationo from habanero, superchilli and fatalii in just over a week.
