can you grow a large onion from a smaller onion that was harvestered in july  ty

It will grow but not a lot, if any.
The onion will, correctly, have worked out that this is it's second year of development or growth, and in the second year all good onions set seed for the propogation of the species.

So I would expect that it will, or might, grow a small amount then send up a flower spike in order to get pollinated, then it will produce seed, then that it the end of it's 2 year life cycle.

With onions I have read that that is one reason why you should plant the smaller good onions from a set, the larger ones may apparently have registered the time to become a big set as year one, so they can therefore go to seed the next year in the ground. What we consider year 1, but it considers year 2.

Interesting so they are like parsnips in that way

Quite a lot of our veg are biennial plants.  They build up a root or swollen stem in year one, ready for flowing in year 2.  We just harvest them before they get the chance
