If they are in big barrels and have been for 3 years, they may be pot bound now and that can stop plants from flowering. Depending on the variety they can grow huge if they are gown in the ground. It might also be because after 3 years the compost in the barrels had broken down and they are struggling for the nutrients they need to flower and are just concentrating on leaves to make their own food. I’m assuming they have flowered before as you say you deadheaded them.
You could try repotting them, but sometimes it is easier to start with a new plant with lavender.
