Love this plant for salads and have grown it successively all year for baby leaf. Packet gives the impression it grows larger and spacing should be 8" or so but mine don't get higher than 5/6 inches.
Do they grow bigger or is the packet wrong?

I grow clumps of it in large pots and they end up about the same size as yours. I don't believe anything on seed packets, especially the pictures!!

I grew some in among some brocs and they grew tall. I think it was due to lack of light and they reached for the sky
