It appears to have 4 wings (unless pic is deceptive?) and also the body fits, so I would suggest a type of wasp. But dunno what kind!
Even young paper wasps have a little banding.
Hope we have an entomologist on board?
PC went awol - but it also appears to have an orifice for the sting.

Apparently its a kind of Sawfly. A.cyanocrocea to be precise .! The larva feeds on brambles.
