Water shoots aloft.

'ere we go again...our few apple trees and a single pear tree are all sporting water shoots aloft, it looks like the arrow storm loosed at Angincourt!

Do I reduce them by a certain amount, remove them completely or just say 'stuff it for this year?

Better really to have had these off in the summer months.

If there are any which add to the aesthetic of the tree or could be useful at a later date leave them on but the reset cut right back.  You'll need to keep an eye on them in late spring early summer otherwise the tree will do the same next year and you'll a get poor harvest.
