As I had an infestation of maggots earlier this season, is it now safe to plant out onions. Has the onion fly past the laying period ?

I've no idea.  It seems a bit late to be planting out now, mine are nearly ready to harvest.   This is all the RHS say about it:

Wilting of the foliage and collapse of young onion and shallot plant can be also caused by larvae (maggots) of the onion fly feeding on the internal tissue of the stems. Later the maggots destroy the inner tissue of the bulbs. Cultivate the soil thoroughly to expose the pupae that is overwintering in the soil. Cover young plants with a fine insect-proof mesh or fleece for the whole season to reduce infestation. Plants grown from sets are less susceptible to attack.
