Container Roses

Looking for some advice.  I have two container growing roses, Jude the Obscure and William Shakespeare, which are also on pot trays.  I have read in two different books, one says to stand the pots on feet in the trays to let them drain.  Another says to just stand in trays with a bit of water in.  Which is best?  I give them quite a bit of water which drains very quickly, and am concerned that I may over-water and rot the roots.       

Both have buds, but Jude very slow with only three at the moment, also has a "balled" bud  - Do I cut it off? 

When do I next feed them - Do I wait until they have flowered?

I wouldn`t let them stand in water, they need to have moist compost, not wet. I would also feed with a rose fertiliser once a week. :D
