So how do you start off carrots if its new beds etc?? or do you have to wait a couple of years before trying to grow them

You identify which bed(s) you're going to grow your root veg in and prepare them accordingly - without a load of manure. They don't need a lot in the way of nutrients.
Did it really tell you to do THAT on the packet?

Im going to have a bed for carrots and one for parsnips so you think it is best to not manure these ones at all just fill with topsoil and compost??
