not sure about the assembly of the fly wheel on the landmaster but some briggs and strattons have a center bolt and some are on a tapered shaft so i think yours could be the latter, so a rubber or hide hammer will be the answer. give it a good dose of wd40,if your not confident your local lawnmower man will help you (get there asap before the spring rush).
when you say your getting a shock when you turn the flywheel then it must be making a spark.you need another person to help you as you need to turn the engine as the other person holds the plug(thats out of the engine with the H,T lead connected) now get them to hold it against the engine as you turn it(or have you done this),if your getting a spark here it could be a fuel problem (dirty fuel, blocked needle chocked up carb) a mate of mine as just spent £80 pound on his howard only to find out it was snapped cable(total cost 30p)very frustating
keep at it shaun

Hi Nigel, have you sorted your rotavator yet?  We have a Howard Gem in bits and I tracked down on the internet who owns the company now because Howard no longer exist, and they were very helpful.  Photocopied me the manual and put me in touch with one of their main men who used to work for Howard.  he was a mine of information.

Try looking it up on the internet.

taking off a flywheel on any engine needs a specialist extractor tool , sold as a flywheel extractor it is a three point tool which grips the fly wheel while the centre driven screw thread forces it off ,to be messing about with them you need to know what you are doing really ,when it is removed a small key is seen do not lose this , do not be tempted to use anything but a proper extractor they only cost £10 or so from automotive tool supliers also norwich market has a stock on the tool stall you need to measure the distance from the centre nut to the outside rim and just add an inch
still alive /............

there is another tool that is about, one thaqt i use myself when i cant find the proper one.it consists of a sliding fit long tube that goes over the shaft, once you have removed the recoil start mechanism. gentle leverage is given to the back of the flywheel, and one short sharp blow to the top of the tool normally always works! if you go to your local mower shop and ask to see the "knock of tools" in their central spares catalogue, they may very well get you one. cost about £ 4.00 (when i bought mine that is)
