For the last 2 years I have had potato blight on my plot
Has anybody on this site tried putting fleece or something like over their potatoes.
Did it work?

Haven't tried it but I'd be very surprised if it had any effect.  Blight comes on spores - microscopic particles in the air or soil.  These will easily pass through fleece or mesh.

I think there's something you can apply to the foliage to prevent it, but not sure if it works or if it's even still available...

I think there is a spray you can get for the stems. How about alternatives like growing a blight resistant variety or just growing earlies and not leaving it so late to harvest for the blight to hit.
