Hi,
Two questions firstly, when is the right time to plant shallots sets.

And my second question is about citrus fruit peelings and the compost heap.

We eat a lot of oranges etc and have a juicer which provides a lot of citrus pulp. I always put the peelings and pulp on the compost heap, but last week a friend said that citrus is not good for the heap and take ages upon ages to compost down!
Is this right?

You can plant shallots now. Unless the ground is frozen.

Citrus and tea are acidic, that's the only reason why sometimes advised not to put on compost but small amounts wont matter. Also, if you have acid loving plants you could chuck them under those, blueberry, Rhodo, some Azaleas, Magnolia and
