I have several planted around the garden and all of them are showing signs of what can be described as a copper coloured rash. Any ideas please!

My beautifully planted dark red hollyhocks succumbed to rust, I even tried cutting off all the leaves and letting the plant regrow. I persisted for about 3 years then,  as I can't be bothered with faffy plants I pulled the thing out. The plant has reseeded itself  all about the garden and not one of those has got rusted - go figure!
