My parsnips that have talks bushy foliage when pulled are only a couple of inches long, short and stumpy. Not sure what has gone wrong as no stones in the soil or anything

Some varieties are short and stumpy anyway. Avonresister for one.  So you might just have one of those. 

Or you could just blame this year's weather !
