Short, stumpy parsnips

My parsnips that have talks bushy foliage when pulled are only a couple of inches long, short and stumpy. Not sure what has gone wrong as no stones in the soil or anything  :(

Some varieties are short and stumpy anyway. Avonresister for one.  So you might just have one of those. 

Or you could just blame this year's weather !
