I suggest harvesting the shallots and taking any new runners from the strawberries to pot up.  otherwise it's not a serious net loss is it?

Neither of these will take kindly to being moved now. The shallots will be ready to harvest in about 3 weeks and the strawberries will well through their fruiting season. Can you wait a bit?

I don't think the shallots will transplant well at this time as they will have already established a big root system which will be damaged by transplanting. The strawberries won't like it much either, but they are very tough plants and will be ok if you keep them well watered over summer and remove any flowers/fruit. As suggested above take runners this year as the old plants may not get back to full vigour after transplanting.
