question about my cuttings

i have a couple of bits of a small bush , its yellow and green leaved shiny sort of a privet type , had it a couple of years not grown much bur the pup has knocked 2 bits off and i have them in water so how do  i get them to root with out rooting powder ?
i also have some rosemary from a huge plant which has up and died on me i know they will root in water so its just the other plant please .

Dont know the correct answer,but i have in the past just stuck them in the ground and nature did the rest

also done that but they useually wither and die  :(
ive got rooting powder but its vanished .

Dunno without rooting powder, could try a small bit in a pot with placcy bag over to stop it wilting before it roots.
