Potting On Toms - Remove Paper Pots or Not?

I need to pot on my Gardener's Delight toms as they're a bit tall and leggy.

Should I remove the paper pot they were planted in or just leave it?

Leave them, but make sure you bury them fully or rip the top bit off, otherwise they will act as a wick and draw out the moisture.
Did it really tell you to do THAT on the packet?
