For cold frames, the easiest and cheapest way is to find unwanted older windows and adapt them as the lid. If you can find any unwanted wood, skids, or purchase used scaffolding planks, you can easily build a simple frame like this.
http://www.allotment-garden.org/greenhouse-growing/build-coldframe.php

The top can be 2 smaller windows or one larger window that opens up from the lowest end. Monty Don recommends insulating the inside with styrofoam but this is optional. I'd highly recommend that you sit the coldframe on a sheet of weldmesh so rodents can't tunnel into your coldframe and destroy your efforts.

Compost bins can be made from 3 skids tied/wired together in a squared C shape.

I made a coldframe just this weekend and haven't got round to posting my results!

I stripped off the thick pieces from a few pallets and constructed the basic frame, then cladded it with plastic panelling we had left over from doing the bathroom.  The lid is formed from more thicker pallet wood, with some batoning nailed on and green house glass fitted in.  It's very tidy and didn't cost a penny.  I'll try and sort some pictures when I'm back home at the weekend.

If you haven't got any plastic around, you could nail on the wooden slats from panelling, which will work just as well.

Please take care with glass. If is near trees, twigs could break it. I presume no kids. If it does break, please remove any broken glass off site as I found several broken panes imbedded in my soil.
