Does anyone know if there's a rule or guide to indicate at which point a sloping garden needs steps rather than a continuous sloping path (using slabs here)?

It would depend on the gradient I would imagine & who was expected to use it. I.e is it to the front door from the street. If it is very steep, you can zig zag it to lessen the gradient.
