Hello could be a few problems is cord right thickness too thick it won't rewind properly, is it wound on the right way can jam if it isn't ,pawls not swinging out when cord pulled cam  can be damaged or it might need a drop of oil on starter spring   jezza

Hello does the hedgecutter have a decompressor valve that can be pressed into  ease starting if not take spark plug out and pull starter if it's easy with out binding  it could be to much oil in the sump keep pulling starter cord it should through excess oil out of plug hole  check fuel oil mixture if it's excess oil it makes it hard to start  jezza
