help, bugs on acer

can anybody ID these bugs on acer.
How do we get rid of them

If they are scale insects i think its just on with the marigold gloves and rub them off.

A systemic or contact insecticide, or dab them with meths (no lighted flames though)

I'm not sure - they have a coating which needs to be broken down, and I don't know enough about soft soap to know whether it would do the trick
