Shallots from seed?

Various posts about shallots have intimated that shallots from seed produce a single bulb in the first year but if replanted split in the second year like shallot sets.

Is this true or do they just go to seed?

Only answer if you really know the answer i.e. you have personally grown them for a second year and seen the results.
